I always dreaded hiring developers. Going through tons of resumes all of them blurring together, it seems that everyone uses the same template with very little variation. The ones I usually picked were the ones that got to the point and looked like they knew what they were talking about.
So how do you get noticed?
Used to be in the old snail mail days you would use special paper (colored, weight) to get noticed but today by time it has made it to a hiring manager your resume has been printed and scanned so many times any distinguishing marks have been eliminated
Let's start taking advantage of the new system.
Get to the point
Add your skills as bullet points right at the top, easy for the HR director and manager to see you have the qualifications.
Show you know how to code
This is easy, add some working code to the last page of your resume. You can target this section to the position your applying for. Don't go crazy on the code make certain you can see what it does without having to type it in.
If your just getting into the business this is your best bang for the buck. I was hired at my first job because I brought code.

Skill sets
Normal stuff
Blah, blah
Code section (jquery seems like a good choice)
