So, yes, the more you submit, the more chances you technically have since it increases your odds of being drawn.
Well, I think this will create a mess in code snippet/tutorial area. In hope of winning, people might throw in more and more stuff without much effort or just by picking it up from other sites(which is not good). I think you should set an upper limit on number of tutorials or snippets a person can submit and then whosoever submits >= the limit he will be qualified for contest. Even without this contest there are tutorials and snippets which are in dire need of change or removal. So, I am afraid how much low the quality will fall once this contest begins.

The Team isn't there for nothing, Xing. If we notice any submission being made just for the sake of being eligible for this contest, we don't approve it.
Even on other days, there are plenty of tutorials that we reject because they don't fit the bill.
And you might think that some suck because they explain the basics. I agree with you till some extent, but all amateurs who get directed from Google look for such tutorials on the web, so such tutorials are required...
The site is also in the process of putting some additional rigour around the submission of code snippets. These changes are designed to mitigate the very issues that Xing has identified. It's a work in progress.
