I would have to say K.E ... Or Another words Komodo Edit (Free Edition). I have searched far and wide for another program like it and have found some close, but not in the same Ball Park.
Komodo Edit
Some Features include:
*Multi-Language Editor
Advanced support for the following:
  • Browser-side Languages including HTML, CSS, JavaScript And XML
  • Server-Side Languages including Python, PHP, PERL, Ruby & of course Tcl
  • Plus K.E. Also includes Web Template Languages like RHTML, HTML-Smarty, Django and a Template-ToolKit
*AutoComplete (Which I really find comes in handy.)
*Call Tips
  • Write code faster and shorten the learning curve that guides you as you work. So if you are a beginner, this will help you out alot.
  • Support for adding third party libraries
*Code Commenting
*Auto-Indent and outdent
*block selection
*Incremental Speech
*Join Lines
*Reflow Paragraph
*Repeat next keystroke and clean line endings on "Save"
*Instant feedback for all fully-supported languages
*Syntax Coloring
*Vi Emulation
*Text insertion and command behavior. (Custom Commands can be implemented by adding Komodo Macros to Vi Commands ToolBox Folder.)
*Emacs KeyBindings
*HTML Preview
*Check HTML, XML and CSS files side-by-side or in a browser, using Arbitrary Files Or URL's
*Use your standard keyboard to enter Multi-Byte characters, Such as Simplified Chinese, Japanese & Korean
*Code Snippets
*Store ANY Piece of code for reuse
*Code Folding
*Multi-Document Editing
*Multiple Tab Groups
*Split View
*Cross-Document Search
*Tutorials
*Project Manager
*Flexible organization of all project elements
*Live Folders
*Virtual Folders (Not alot of open source Text Editors Have This)
*ToolBox
*Store It
*Store pretty Much anything, Including configurable "Run" Commands, Macros, Code Snippets, URLs, Menus, Templates, Remote File Access (Love This Feature) and toolbars
*Share It Feature
*Share a toolbox with networked team members or distribute Valuable ToolBox Iems to other Komodo Users with the export/Import function.
*Create Your Own Plug-ins. XPI Extension support provides the same capability as FireFox, With all standard Mozilla APIs that are based on XUL, XBL, & XPCOM.
There is plenty More where that came from also, so you can go ahead and click here to see more or download it.

And please also note that This is not a sales pitch of anykind and I am not being payed to write this. I am simply doing it for the same reason i have the support FireFox Image in my signature. I want to help Komodo Edit get more users because the more users it gets the more likely there are to update the program do to demand. Therefore the program will be even better than it is now. And i like to support what i believe in. Thank You,

Best Regards,
CcFre

I used Crimson Editor for years, but I have switch to PSPad.

When I started the job I had now, the developer worked in DreamWeaver only. It didn't talk me long to install cygwin and use the VI editor.

From my perspective as a someone who does HTML/javascript/CSS/Smarty/PHP/MySQL who works on a windows machine and is currently building everything on the website front to back, and has a $0 budget:

I started like every n00b web designer out there with dreamweaver since it comes with adobe CS, but rarely open it anymore (only if I forget the name of a CSS attribute).

When I started doing actual coding, I tried at least a dozen text editors including most of the ones mentioned in this thread, and my favorite was PSPad. Partially for the look/feel, partially for the highlighting, partially for the speed.

I tried eclipse with various plugins, easyeclipse download package and zend studio, but all of them pale in comparison to Aptana, which blew me away. It has all the plugins you need for my type of web development included, direct downloads of javascript libraries integrated, and it's faster than other eclipse platform alternatives too (when working with large files and adding or removing a brace, eclipse has a tendancy to freeze up - much mitigated with Aptana). Also, I had a really hard time finding anything that played nicely with smarty until I found Aptana. It's not perfect, but setup for smarty templates is much, much easier. The video tutorials also taught me a few tricks I didn't know were possible with the eclipse platform. If you're using eclipse or zend now, at least try Aptana.

TLDR:
PSPad - Text Editor
Aptana - IDE

Linux = gedit (any good suggestions here? would like a command line with syntax highlighting
Windows = Notepad++ and VS2k8.NET

Notepad++ is one of my favorite pieces of open source softwares. There is also an extensive list of powerful plugins along with a few pre-made customizable styles. Regular features include code highlighting, tabbed documents, save all, indenting etc. Even knows syntax of Lua for you WoW freaks.

Did I mention the FTP and the Hex-Editor plugins make Notepad++ a very powerful environment either locally or remotely?

Komodo Edit all the way. Works on all platforms.
Komodo Edit is a lightweight free version of Komodo IDE, but it does everything I need. Syntax for Perl, PHP, Python, Ruby, CSS, HTML (xml, xhtml, xslt), ActionScript...
Easily allows you to change encoding and End of Line characters (\r\n)
Change tab lengths and thousands of other options.

Try it out!

They have a really nice team there. I submitted a bug a year ago, they replied to me and fixed it (concerning French Locale).

Hi everybody,
I really like emacs, myself. The only problem is that it drives me nuts with automatic tabbing and indenting, sigh.
