The S in ISP makes me think there probably aren't any. Most people and companies do like to be paid for any service they provide.
There is a user oriented wireless network known as FON, which has individual users plugging in public APs, but it requires that you have one too. The idea is, you pay for your internet and you can have internet "everywhere", assuming there is a FON AP around that is.
That's the closest I know of.

Juno used to be free, as was Net Zero.

Free service usually equals crappy service too. The only way net zero was paying the bills was its lame advertising. The service really sucked too.

Me too. Actually DIC can start and initiative to collect all the AOL cd's we get and then send them to you in bulk, thus giving you free internet for life.

They are still around, I get them occassionally - not nowhere near as often as I used to. Never in my life have I used AOL.
