MySQL is a a database and PHP is a server side language allowing you to have a fully functional blog that allows posting without updating each page.
If your telus doesn't have a MySQL server which for this I'm assuming it doesn't, then you can go to www.000webhost.com and connect your telus blog to the MySQL database that they can offer you for free. If your serious about setting up a blog the $50-$70 a year by using dreamhost or godaddy would be worth it. 100mb isn't very much room to play with.
