Date Sensitive, Need something that displays newest info

I'm trying to have a page that displays NEW information based on date. Basically, IF date = daterow THEN echo PIC, CAPTION for said date ELSE echo most recent. I know the above is not real code...but that's my suggestion. If you have any help you can offer THANKS!!!
