is there any special program that i need to write? or do i just need the notepad?

oops! sory for the double, but um... what would some good tutorisals be for any language that is newbie safe?

You can just use any text editor you want.
I'm not sure of any good ruby tutorials but I'm sure they're out there just google it.

I would suggest thinking up and writing some small applications like:
hello, world
enter your name and then print hello <name entered>
simple conversion stuff
Once you do some simple stuff the sky's the limit.

http://www.ruby-doc.org/core/ it's just the api but you can find anything you need there, usually with a few examples.
