I am a CSCI student in college and I have been reading up on open source developing. Ive read that it is a good way to get your name out in the programing world. I have no idea how to get started or what I need. Any suggestions?

Hmmm?? Open Source Development is no different from ordinary development, apart from your source is open (read: generally available to everyone, but not always the case).

What exactly is it that you need to know?

I just wanted to know how I can get started. Where I need to go and if I needed any special program for it?

You need to go nowhere. You don't need special programs. Program as usual. The only thing different is that when you release your software, it's under a license that can be considered open source.

Open-source projects start out by first choosing a license (GPL, LGPL, BSD whatever), then the developer(s) go to a hosting website (e.g SourceForge, CodePlex), login and request to have your project hosted (99% they say yes) and you start development! Those websites you host on have many features like SVN, CVS, sometimes Git, forums and more. People would find you software by browsing the website and that's how your projects gets it's users.

You can also contribute of pre-existing open source solutions, such as those provided by Apache. There are many open source projects out there that you can get involved in.
