Semi-secure Web Site, Creating a small site that has simple security for users

I have accepted responsibility for building and maintaining a Web site for my condo building. One of the aspects of this site is that each owner will need to access certain information (PDF files, Excel or Word documents, etc.) that are pertinent to that specific owner. For example, monthly HOA assessment bills and receipts or delincuent notices are the type of thing here, and of course other residents/owners can't see such "private" informtion
I don't think I want (or need) to implement full SSL security (per haps that's the only way, though), and my budget is virtually nil. I'm doing this work gratis...
My Web development experience is not extensive, but I know most HTML functions and have a smattering of CSS and JavaScript knowledge. I've created a prototype site that shows basic features:

You've got the client side work down, but can you do the server side? (usually php or asp.net). it's a completely different realm. You'd need a way for people to verify who they were, usually password type stuff, biggrin.gif

What tools and languages are needed for the server side? I don't know the first thing about any of this. 8<{{

Well you will need to know some sort of server side scripting language like PHP, ASP.net etc.... there are lots of tool/IDE's to help you program in these languages such as WVD for asp.net.
Have you ever used PHP or ASP.net?
