Create New Page With New Contents and Upload/Replace with Existing Page on Your Server.

If you use a CMS (Content Management System) then you don't have to re-upload the page.

Not really, could use a file based CMS like we use. Allows the sites to be simply copied if anyone ever wanted to change hosting providers.

But what you suggested would also require uploading soo..

Quite easily, just because he can't upload over his own content doesn't mean that he can't upload files to different locations, nor that his server doesn't have PHP/ASP/Perl installed.

Yes. If you server has serverside scripting you can write to and read from
text files. There are some flat file CMS out there such as cute news that
may suit your needs but your host will need to support php for that.
