My Contributions
Im looking to get into a Linux computer. It does not need to be anything special, I just need to be able to program on it. Im looking for a really cheap one.. cheap as they come. I do not care about its performance, as the only thing I will do on it is program in C. Any suggestions?

I believe that all distros of Linux will come with gcc, & many other programming tools.

Just about any computer that you can get for free will do. I would say get a 500mhz + system, & take the plunge!

I did find a site that sells used and outdated computer parts and I can build it all for about $100. But I was looking to see if I could get cheaper somewhere else. Funny joke No2 with the tower case I laughed pretty hard. So 500mhz+ can run what I need? Even a modern distro?

When I 1st got into Linux, it was written to run on very very low hardware. 386 & 486. However, you can still get away with running on trash hardware (486 & higher) if you don't expect to have ramped up graphics. You can use KDE/Gnome, but you have to respect that it's going to run like shit. If you want to run from the console, then you can install it on just about anything. So it isn't the limitations of Linux, it's meeting your expectations that's the requirements.

I remember reading about somebody installing Linux on a Nintendo NES or some other old console. It took some doing, but they got it on there. They wrote up a tutorial on it and everything, so it doesn't require a lot of horsepower to run it, but like No2 said, it will depend on whether you need a GUI or a CLI as to what your requirements will be.
