Quite possibly Paint/Notepad, that's not such a big issue when it comes to web development.

That's the stupidest thing I've ever seen, so if you're looking to copy the site I'd leave that meta tag (well, all of them infact) out, as you'll just limit your options when it comes to search engines, and nobody wants that.
