need some help please, Creating a race engine

ok i have never done this before
so i need some help please as where to start
i need to create a race engine so i can use in the site im creating
the site address is

http://www.stablemaster.org

if someone can stear me in the right direction

i need to create race track
need different backgrounds for different tracks


distance

5f to 3.5m

stalls at least 25 so i can have up to 25 runners in a race

and the horses

and the jockys

what i need to know is whats the best way to start and go about what i need to do

Hi

So what happens in this game, you press a button and a race starts with a random winner? something like this could be achieved and embedded on your site using flash.

Learning actionscript isnt that hard but it does take time, heres an example of what might be achieved
