Yeah, it means 'file not found'. You are missing a piece.

I downloaded the file from http://www.microsoft.com/express/vb/ but I still get the same error.

Okay that wasn't helpful. *WHAT* DID YOU download? The installer for VB.NET? Are you having problems installing it, or are you using a solution?

Okay. So you downloaded the Express Edition. Did you install it? If yes - are you trying to open up a solution and it's failing? If no then you are having problems with installing?

No, please don't zip your entire VBNet folder. We just want the project, we already have the program. The project's default save location would be My Documents\Visual Studio 2008\Projects

Find the project folder there, or whereever you saved it, and then zip and upload that.
