Open your browser, click file & above the option for "exit" should be an option to "work offline". Is that option checked? If so, uncheck it, close the browser & relaunch.

How are you connecting to the internet? Dialup, Direct Connection between your NIC & the modem, is this a cable modem or DSL, shared network, wireless?

A new connection will be made depending on what technology that you are connecting to the internet.
