Language is C++ and I have a simple bitmap acting as the background of my map. I was hoping to make a simple strategy game, so I need the background to scroll and process the units on the map as the go outside of the window. I know this is possible using Direct3D but I was hoping to accomplish this without having to use DirectX.

So is this possible with Windows API calls (no DirectX) ?
