You would want dynamic pages. You would need a server-side language/platform to do that. PHP or ASP.NET would be two that you could look at. I will also move this to Web Development. You might get more responses there.

Plus Microsoft has a host of express editions that make development possible without mula. They also launched WebsiteSpark that allows small organizations or private developers to get the full versions for free... http://www.websitespark.com/.
