You should've posted this in the html forums.

HTML, or hypertext markup language, is the language that makes the basic appearances and layout of websites. It's mainly used for the looks part, but there are ways to do some functional things with it, but that's just retarded and you'd have to be a masochist. I would suggest learning it to make your basic outline and using php to actually make your site do stuff. For example, you can create forms in html, but would use php to make it actually process the information inputted and manipulate it. Fun stuff.

I don't mean to do any selling or anything, but if you are a beginner and need help designing your website and know nothing about HTML, coffeecup.com offers tons of software for non-technical people that don't have time to learn HTML but are wanting to design their own website. Check it out!
