Div stacking problem.

I have two divs with one stacked on top of the other, both have links but the div on top blocks the other divs links.
How can I make it where both links will work, here is a link to an example:

Change the size of the div s so they don't overlap.

Hello! To be honest, I didn't understand the problem even after viewing the example, but whatever, did you try to give the DIVs relative positions?

Thank you both for your replies:

sam_benne: They must overlap, the menu at the very top is supposed to display the window when a button is rolled over and it's supposed to display over the content below it...

BeatMasta A: All of the divs have relative postions. The problem is if you look at the example again you'll notice all the text labeled BUTTONS (which are buttons) are not clickable because there's a div over the top of them which houses the rollover window from the buttons at the top.

I can attach the CSS if need be?

Make the divs that should hover above in a higher layer so position to absolute and z-index and then don't make them overlap as that should work.

What can help is to look at a jquery hover menu that will be able to hover a div above everything.
