FROM A PREVIOUS PAINT SHOP PRO USERPaint Shop Pro is not bad. I have used it since version 3. It edits graphics and makes products similar to photoshop. However, if you want to get into professional graphic designing, I would heavily suggest photoshop. Shadows and gradients are 110% easier in photoshop, hands down. I might say for actual photo editing, Paint Shop Pro would be a comparable / better choice in the fact that it is pretty easy and cheap. I make graphics, however, and I made the switch to photoshop last february and regretted not switching sooner.
If you have previous experience in Photoshop, I would suggest sticking with it.
If you want to spend %80 less, go with Paint Shop Pro, it's only $80 and commonly has rebates on that even. It is not a bad program, you just have to do things more manually. PSP also supports a lot (if not all) of PS's brushes, patterns and the likes.
Both companies have trial versions, I would suggest downloading both and googling a few tutorials for both on similar subjects (shading, gradients, making buttons, etc) and see which suits your fancy more.
On a side note, I also don't like that Jasc sold their soul to Corel. I hate Corel.
