GUI or Graphic Design using ANSI C, How to design a software using C?

Hey,
I am sorry but this is just a question. Ok our group wants to write a QUIZ machine program for a class. One of the features of the software is that we won't make it appear in a console. we want to use Graphics so it can look great. But our teacher only requires ANSI C for the code. and we are just wondering if there's any possibilities at all to produce a beautiful simple graphical software using only ANSI C? If yes, can you tell us how?

You will need to use third-party libraries for it. No GUI stuff in ANSI C or C++ is available currrently.
You can also download readymade softwares available for quizes.
