Validate for input of "time"

Hi.... I'm a new person to programming. I am expereincing some difficulties in validating a user input to see whether the input is a time, of the format "hh mm"
The time is mesured using the 24 hour clock, ex : 1pm = 13 00.
I also need to break the hours and minutes into 2 integer values, so that i can get the necessary calculations done.

If there is anyone who can help me please be kind enough to reply soon with your answer.
