Open Source CAD Engine, Free or cheap iges diplay component

My Contributions
I am currently working on several projects that relate information to a specific part. Let's say there is a defect in the part and I want to record the location of the defect for tracking purposes. Right now I have a working solution that uses a jpeg image of the part exported from our CAD software. The recorded location is an x and y from the top corner of the image file. I would love to have the actual x, y, and z coordinates recorded. The problem is displaying the information. Does anyone know of an open source or cheap 3d engine capable of displaying iges files that I can embed into my application?
