From what I am getting from your post, you want to do an animation. You can take your picture and save it in 5-10 different rotations. Like rotate it and save it as a different file and do this a few times.
Then have the pictures all on top of one another on the form, and have a timer change the pictures at a short interval, making the propeller "spin" on the page.
