Web safe colors or all RGB colors

Is better to use only WEB SAFE colors or all colors (RGB palete) when designing presentation (for text, background, ...).

simply enough, most computers don't view the web anymore with an 8-bit (256 color) system, so therefore you don't really need to dumb down your site for them unless for some strange reason you expect alot of really old computers to be using your site.
