recording response time, discussion of how internet speed may skew results

My apologies if I am posting to the wrong forum. I am wondering if I can use javascript in my elearning to test response time to a questions being asked of the learner.

If so, will their internet speed or RAM will affect the response time and skew the results? I want to collect the data for research purposes and must be able to make accurate comparisons of response times without other factors such as these skewing the results.

I do not have coding where I've tried anything yet.

Any advice?

Yes, you can use Javascript to accomplish this. Actually, this is the best way to do it, since it runs on the client's computer, so network latency is not an issue. But don't mix it with Java, that is somethign different.
