Project management software for Freelancing, Open source project management recommendations?

I'm looking for a good project management application - preferably opensource or freeware, or low cost. Also, preferably for Windows or web-based, but if there is an excellent Linux one I'd be interested in that too.

Ideally it would be suited to website development, and easy-to-use.

Does anyone have any recommendations?

If you have a server available to you, ActiveCollab is pretty nice. It's about to become pay-to-use, but someone has forked a version out of the last free version to create ProjectPier.

At this company I worked for we used dotProject which was good and it is free as it is opensource. http://www.dotproject.net/
