It's a programming language used to develop dynamic web applications. It's generally considered a rapid application development language due to it's extreme simplicity. Currently, it's owned by Adobe, but there are open source versions available (see Blue Dragon).

It's a programming language just like PHP, ASP, Perl, etc are all programing languages. Coldfusion is just another in a field of many and it's all in what you prefer. One advantage to Coldfusion is it simplicity to write. One draw back is it's not free... It's owned by Adobe (formerly a Macromedia product) and you have to pay (big bucks) to install it on your server. (Although I do hear the are open source versions of Coldfusion out there.) The best way to use Coldfusion is to find a hosting company that has Coldfusion as an opinion (like GoDaddy).
