What would be the best language for creating one. And if it is PHP could some explain the structure of it to me.. Not enough time to pick apart a forum application.

for experiance. I need some thing to build up my skills. It would take me forever to find the source code for a forum and then to take it apart and learn what everything does.

Well, that might be your best bet actually. Download something like PHPbb or SMF or Vanilla (all open source forums) and look at the database structure and that should at least get you started with how to structure things.
