Advice on what language to use for a project

Greetings, I hope my call for help is acceptable for this board.

I'd like to make a program that accepts assigned RSS feed addresses, looks for specific words in their newest content (like at maximum 1-day old) and retrieves information for the matches. That's about it.

I'd like to know which would be the most sensible path to engage in that project (php perhaps? I have no problem with it being browser-based). I have minimum programming expertise in Python and C but wouldn't know what best suits this small project, specially in how it actively deals with the dynamic content of the feeds.

It it were me, I'd do it in Java or C#, but that's because I'm experience in both and would make quick work of it. Given the general nature of what you're doing, any language with a networking library (most of them) will do.

i am pretty sure ruby, python, and php all have rss libraries so all of those would probably be decent choices.
