What language to use for an internal chat/messenger program?

I have been tasked with coming up with a new inter-company communications program, and was wondering what would be the best language to write it in. I dont want it web based, we have one right now, and no one likes it. Mainly consisting of one-one chat windows as well and a main window that can be logged. Also be able to send either an alert from email, or from the program for alerts when towers go down or system specific issues. (No one reads email in my company)

Any advice would be great, I know there are programs out there already to do alot of this, but my company is new, and the moment you bring up "It cost....." they shoot the idea down, thats why it was tasked to me.

I am not very advanced in programming, know some VB/C# but no other language. If you know of any open source i might be able to utilize that would be awesome too.

If you are already familiar with VB/C# why not use that to create your program?
The .Net platform would be an easy way to allow you make some fairly decent
progress quickly. Also, you might just pick up a few new skills along the way smile.gif . There
are network communications to think about along with creating the UI.

If you have to code this yourself , then picking up a new language along the way may
not be the best idea.
