logic and related graphics, need advice on project direction

Hi,

I am looking for advice on how to proceed with a personal project.

I am trying to design the logic and controls for a hardware device and want to simulate it with a gui as a windows app. A standalone exe would be perfect.

I want to simulate a device that has a small LCD screen and 2-6 buttons for input and 2 outputs that are either on or off.
Then my plan is to let someone else design the hardware.

As for my experience, I did an E&E Eng degree but haven't gone near any programming in about 4 years. What I did when I was there was fortran (I know, haha), C, a bit of C++, a bit of assembly and some MS Directshow for video programming.

Can you advise me the best way to go about programming an interactive standalone app that graphically represents the changes on the simulated LCD and the inputs from the buttons and the outputs. I feel I can do this myself but want advice on the best way to proceed as I haven't been in the game for a while. Would something like visual basic be good? Basically can you recommend the simplest fastest way.
