No they are not. There are not really any prerequisites to learning a language. Just pick a language that you have an interest in and start there. Once you learn one or two languages it becomes easier to learn the next.

One thing to note is that C is a structured procedural language. While C++ is a Object Orientated language. Most, if not all, languages today are Object Orientated. So you might want to start with an OO language.

I would say that C++ is both structured and OOP language.
