Learning the basic of graphic design, you need two things to start with. First, start learning the raster graphic by using Photoshop, Gimp etc, for me I prefer Photoshop. Second, start learning the vector graphic by using Illustrator, CorelDraw etc.

From that you can advance learning by doing 3D graphics and animations.

Have a mess around with MS Paint if you have it get a feel for creating things. Then move to GIMP/Photoshop. Then as nirvanarupali said:

i wouldn't particularly say photoshop first.

it depends.
if your the artsy type that draws a ton of comics / pictures etc... and want to recreate those types of art, then go with illustrator.

if you want to create the raster art (which is harder to define) then go ps.

There's a vast difference between making stuff look cool and actual design.
Design is taking into account, your (the client's) audience, what colors have what effects (mood), what type of material to use to achieve the effect you're looking for..

The problem is, people who are computer operators (and some are dang good at it) are not designers.
Design is solving a problem.
Client X opens a chocolate store. Who is their customer base? Are they selling to tourist families or more of an upscale base? etc etc etc...

Just some things to consider.
