Generating a random pattern, Using 1 or 2 shape

Is it possible to generate a background like this??

Some of the problems are:
1) It's hard to make the shapes jam packed...
2) To avoid "collision" between elements, someone suggested me to "drop" the element from top and let it "settle"... but the "collision" between elements is big issue...

Collision detection: there is a plethora of papers on the web on this, but almost every graphics package / framework has it built-in, so I think you should not worry about it that much, just look for a suitable API.
