Where would you look for a GOOD junior level PHP programmer?

I have the immediate need to bring a good junior level PHP programmer on board for a new project. I am usually a 1 man shop. The person needs to have a nodding familiarity with PHP and be comfortable programming against databases and in a web environment.

It would not be a full-time employee, nor would I provide office space. ie, I need a junior level independent.

I am at a loss for where to find someone. I can't really call up a staffing company or something. I have thought about contacting the local community colleges (only schools nearby), but their "employment centers" are focused on finding 9-5 J.O.Bs.

In short, it's too big a project to put on Rentacoder and too small to hire a full-timer.

Any suggestions?

it depends where u wanna him or her to work.
i have got personal experience of brining and hiring a whole bunch of people, from dev-s to testers, so, contact me via mail, I will respond.
There is no single solution but there are some advices:
1. What's the salary level?
2. Job responsibilities.
3. Working environment,
so on, so on.

leme add something more: u may wanna go to the University depts, contact 'em via mails, I bet they have got some Internship programs. The other solution would be to invest some budget into IT guy, say u pay for 3 month course, and then he works for u for 2 years at least.
