Since you posted this in web-hosting, we'll need to know which language that you are requesting help with. Cookies can be set with just about any language...

Once you find out what language you will be programming in just post in the appropriate topic or check out a tutorial.

It also depends on what you're using this cookie for --- although if you set it in a server side language like PHP you can use it within your client side scripts like JavaScript, so that's what I recommend doing.
