Same Query, Different Results, Just who controls google's search results anyway?

My Contributions
For my business, Famous Davis, I am head honcho as far as SEO and the likes. I've learned a lot through the help of DIC, Chris, various blogs, Trial and error and other things. Our website is pretty high with the designated keywords, which are as follows:

Willmar, Mn Web Design
Web Design Willmar, Mn
Website Design Willmar, Mn
Web Design Willmar
Willmar Web Design

Here's my question, however. How is it that within a 24 hour period of time, our website's rank changes quite dramatically? Say for keywords, "Web Design Willmar, Mn". Last night it was at #3 on page 1, excellent! However, this morning when I looked it was #4 page 2. I told a coworker to look at it this morning on her computer and for her it resulted similar to my results last night: #3 page 1. WTF?!??! I know Google's going through some changes, but this is nuts. This has also happened in the past. I'm absolutely flabberghasted. Ideas?

A lot of things can influence that --- perhaps google just updated some pages? Link popularity plays a major role in determining the rank position.

For example, they may have indexed new pages linking to your competitors. Or indexed new pages linking to the pages linking to your competitors. Or indexed new pages linking to the pages linking to the pages linking to your competitors, and so on; with each step farther down the chain losing a little bit of influence.

The same thing could've happened on the flipside --- them finding out that you some sites no longer link to you, or link to sites that link to you, etc.

If you get busted for purchasing links, Google has said they will punish your site for that.

There's other factors at play too... if you're logged into your Google account, your search results will almost certainly be different than when you're logged out.

Google (and the other SERPs) also randomly sample their results... which helps them figure out which sites get the most clicks *regardless* if they're #1 or #4. Think of that as a way to double-check their own rankings.
