Java is just a tool. You need to know how to decrypt a file (some are easier, some can be only done via brute force), and then implement it in whatever language familiar to you(some might provide more help to do it, some might need more work). So this is probably not the right place to ask this question. To decrypt a file is not illegal, right away. If you encrypt a file before sending it in email, then when you receive it it must be decrypted before you can use it again, this is not illegal at all. However in other cases it can be illegal. I think you know what you are up to, and you'll know if it is illegal or not. I'd like to remind you, that posting questions regarding hacking/cracking/warez are not endorsed by DIC, and all posts regarding them are deleted, and can get the user banned if done regularly.
