Secure login, login using SQL 2000 DB

I like to create three level "create user" form. The first one would be "administrator" that will allow someone to create user account as "sector administrator". The secound one would be "sector administrator" that will allow someone to cerate user account. I have SQL 2000 database and I think I should somehow read data from crete user and put the data into the database and then when the user logs in he would be redirected according to the position it has ("administrator", "sector administrator" or user).
I tryed to use CreateUserWizard but I can't get the data and put it in the database!
I tried something like:

CreateUserWizard k = new CreateUserWizard;
k.UserName.Insert(str);

I would appreciate any help!
