If your developing locally there is no need to FTP to your site just locate the files int eh webroot. If its Windows adn the inbuilt webserver its: C:\ColdFusion8\wwwroot and if your using iis its C:\inetpub\wwwroot ( note these are the default locations ).

Depends. I use xamp and my webroot is /var/www/cfsite1

Are you using Apache? I will assume you are. You need to work out where you set your webroot and you will have access to the files.
