Hi I am new in "Java" but not in programming, I tried many times using VB and C. Maybe you could help me out on how to and where to start programming in Java? What are the program that I need and where to download it? Hope from you guys thanks

Get a good book about Java and there are tons of official Sun tutorials Here.

And you can download the Java JDK and JRE Here.

If you only know Visual Basic and C, it's probably a good idea to start with a proper introduction to OOP, which I know C lacks, and think VB does as well, unless you're familiar with VB.NET.

May I suggest "An Introduction to Programming and Object Oriented Design Using Java" by Niņo and Hosch? It doesn't go into Java very deeply, but does teach the basics of OOP rather well.
