you can try googling... welcome to DIC! i can tell you from experience here that people just aren't going to write a program FOR you... they will give you suggestions and help you solve problems in your OWN code... but the first step in getting done what you need to do is researching it and making an attempt, then asking for help on specific problems you encounter.
i personally don't know how to just "grab a video signal from a webcam"... it would require a LOT of additional information such as video format, data feed, ect.
best bet would be google, because this is a much bigger project than just a simple answer with a few lines of code.
I don't ask form people to write for me any code. I just ask what should I look for in google to get the results I need.
Someone told me that I can grab video webcam with "Windows media SDK", but I didn't find yet how to do it.
If someone has any information about it, I will be happy to get it.
