That's a really tall order. Health insurance. That SEO market is huge. It isn't something you can just step into & develop within 10 days. I believe that site age outweighs content. Best of luck.

Google doesn't update their page rank daily so unless you have inside news that Google is updating PR there's no way you can make any promise to your client.

As well as the number, quality and anchor text factors of a link. Google seems to also consider historical factors. Apparently the Google 'sandbox' or aging delay begins count down the minute links to a new site are discovered.

Google records the discovery of a link, link changes over time, the speed at which a site gains links and the link life span.

With this in mind, fast link acquisition may be a strong indicator of potential search engine Spam.

Gone are the days of pages and pages full of links. You must grow your links slowly to stay below the radar and be careful who you exchange links with. That means no more buying hundreds of links at once or other underhand tactics.

Well I have been doing some personal experiments where it comes to PageRank....
I have a site with NO links to it and it has recently received a PR of 2, however it's structure, title, descriptions and relevence is spot on even though it's existance has been 8 weeks!
PR's are done every 3/6 months and only recently been updated!
Do your research into what is being searched and relate that directly to your site, for example:
your site is for 'light bulbs'..so therefore you do your SEO for 'light bulbs' BUT if the average person searching is using the terms 'Lamps' then your site won't be found and your relevance is dismissed so your PR is marked down.
What you think a person may search isn't always what the average jo blogs would search....Google wants to give it's customers (jo blogs) what they look for, otherwise they will go else where!
The average person relates Google to a phone book...like yellow pages, and searches for the catergory they are used to. If they find your site in that category and stays on your site, then your site is relevant to that search making your site important.

It's all common sense really.

Good Luck
