There's a huge difference. If you're not sure what the difference is then you can use the following categories as a guide. If it fits into any of these then the answer is "not a computer science topic."

  1. Windows/Linux/Mac OS questions or support of any kind
  2. Hardware, software questions or support
    1. Building your own computer
    2. How to get X hardware to work with Y
    3. Virus problems
    4. Microsoft Office questions
    5. Command line questions (including network-related ones)
  3. Language-specific questions (e.g. SQL, Java, .NET, C++, etc.)
  4. Vendor-related networking questions (e.g. Cisco, Netgear, etc.)
  5. Internet topics related to web sites or web development including ISPs, domain registration and related topics
.
Granted, cutting these non-CS topics out may make the forum less active, but I'd rather it be less active and on-topic. I hope that off-topic posters will see this message and modify their forum accordingly, but I know that many will never read it, even if it is made sticky, so I would also ask that the mods of this forum try to keep the off-topic material out. Thanks.

Everything on that list of yours does have to do with Computer Science.
CS has a lot to do with software, hardware, networking, algorithms, security,etc...
I see why you don't think so but if you do your homework you'll realize I'm right.

Computer Science is a board topic. Pretty much what this topic comes down to. If you have a networking question post it in the networking forum, if you have a JAVA question post it in the JAVA forum.

These questions have their own forum on the site and instead of littering the CS form with JAVA questions or other questions that have their own place we are simply asking you to please post those questions into their respective forums.
