Newsletter Service Recommendation?, Looking for quality / value service

So

I need a new newsletter provider - because my boss thinks paying a penny an email is too much. Does anyone know any reputable respectable HTML newsletter services out there...we have a newsletter subscriber base currently of about 22K that grows by about 200-300 weekly.

I was able to negotiate with namaste for a good flat rate (constant contact and mailchimp are the same rate) but now it turns out my boss doesn't want to stay with namaste because the newsletters go into her spam filter and the constant contact ones never go into the spam filter or junk mail (which i've never had a problem with) so how is your history with these guys regarding 'clean/white' with mail servers?

AWeber claims to have the highest delivery rates in the industry.

I've had good luck with AWeber and Interspire's Email Marketer.

For Dream.In.Code, we're using our own license of Email Marketer (installed on the DIC server) and relaying email through SMTP.com to increase deliverability and take the load off our servers.

We aren't really using AWeber for newsletters as much as we are follow-ups (auto responders) and the occasional email blast. I haven't been thrilled with their interface, but deliverability has been awesome and the price is right.
