Connecting 2 Vista computers over phone line

I want to connect (share files and folders or remote desktop) between two remote Vista PCs using modem and phone line. No internet - just phone line. Both computers have Vista Home Premium OS and I wish to monitor webcams viewing various instruments, gauges, etc. Most solutions I've seen work on legacy platforms (Win 2000 or less).
Is this possible and can you point me in the right direction? Thanks

Sorry for the delay. The webcams will be taking pictures of gauges etc. and storing them. I want to be able to dial the remote computer and access those photos. Thanks for any help on this.

well if you only want to connect for streaming and sharing you could set them both up as ftp servers to share files and use skype to stream video, this is all free, free domains are availble from www.co.cc if you need it for ftp

So... you're not connected through an RS232 between two computers? By "phone line" you mean dialup? In that case, it quite depends on your modem.

A modem itself can certainly listen to an incoming call and answer it. I'm not real sure that Vista has anything that would inherently answer the line and let you log in, via a standard remote desktop / terminal services kind of set up. It might, though. I guess I'd probably setup a rudimentary BBS on the machine I wanted to talk to.

Honestly, most computers don't really bother with modems anymore. It makes me think of 5 1/4" floppy disks.
