For the basic needs even Notepad is enough because in that way you will only concentrate on the code. However, in some cases this may not be very efficient (especilly when it comes to large projects). Dreamweaver is the way to go for more advanced options as you can directly upload and test your web site, as well as some version control system.

Are you asking for recommendations for a rich-text editor to replace textareas on your existing web pages? Because it's really not clear what you mean.
If so, fckedit is pretty good and well-supported. If not, please restate the question.

You should go with Dreamweaver if you can buy (or "borrow"
it).

is many, search PHP IDE, try some demo's.
i did buy the zend one, was not impressed, deleted it.
was slow, felt like i was coding with bricks under water.
was no multi tasking, if open snippets i could do nothing else till i closed it.
it did one thing good, uninstall.
but i do not remember if it was a WYSIWYG.

WYSIWYG is used for CMS in PHP or ASP
