In some cases i bet u will need to use GDI+ so here is a site that u can view some examples etc:

also if u want help i suggest the same as papuccino1: Post some code and we'll try to find and fix the errors done by you. This site doesn't allow us to do your homework or project from scrach ..

Hi,

You can give a look into Aforge.Net Framework for creating an image editor.
It contains also a sample image editor.
