Is There An IPB Programmer In The House?

Greetings,

Is anyone here an IPB Programmer? I need some help with a mod. It's nothing fancy, as I am not a programmer. I just need the code that creates a standard top of the page for an IPB 1.3.1 forum. The logo, member bar, the navigation line, etc. In other words, just what is in this Screenshot.

Can anyone tell me what code I need to add that to a mod that doesn't have it?
